7 August 2017 - Public Notification of Planning Scheme Policy Major Amendment Package 02/2017

In accordance with the requirements of the Planning Act 2016 (the Act), Ipswich City Council has prepared proposed planning scheme policy amendments to the Ipswich Planning Scheme.

The proposed amendments are available for inspection and purchase at the Planning and Development Customer Service Counter on the ground floor of Council’s Administration Building at 45 Roderick Street, Ipswich, until the close of business 6 September 2017, and are also available in the notice documentation below.

Any person may, on or before 6 September 2017, make a written submission about any aspect of the proposed planning scheme policy amendments.  In order to constitute a ‘properly made submission’ pursuant to the Planning Act 2016, the submission must:

  • be signed by each person (the submission-makers) who made the submission;
  • be received on or before 4:30pm on the last day of the consultation period, which is 6 September 2017;
  • state the name and residential or business address of  all submission-makers;
  • state its grounds,  and the facts and circumstances relied on to support the grounds; and
  • state 1 postal or electronic address for service relating to the submission for all submission-makers.

1 August 2017 - Local Government Infrastructure Plan Amendment (Package 01/2017)

Ipswich City Council is proposing amendments to the Ipswich Planning Scheme for a Local Government Infrastructure Plan.

This amendment package was forwarded to the Minister for Infrastructure, Local Government and Planning (DILGP) for state interest review and endorsed to proceed to public consultation. The proposed amendments concluded public consultation on 31 May 2017 and are yet to progress to final adoption.

28 June 2017 - Major Amendment Package 06/2016

Ipswich City Council is proposing amendments to the Ipswich Planning Scheme through Planning Scheme Major Amendment Package No. 6 of 2016.

This amendment package was forwarded to the Minister for Infrastructure, Local Government and Planning (DILGP) for state interest review and endorsed to proceed to public consultation. The proposed amendments concluded public consultation on 24 May 2017 and are yet to progress to final adoption. On the 28 June 2017, the amendments were forwarded to the Minister of DILGP for final state interest review.

21 November 2016 - Adoption of Implementation Guideline No. 34 – Major Entry Community Signage

Council has adopted Implementation Guideline No. 34 – Major Entry Community Signage, which took effect on 21 November 2016.

The purpose and general effects of the guideline is to assist with the interpretation of the Ipswich Planning Scheme and to clarify Council's intent for digital advertising signs utilised for the purpose of entry statements along gateway and approach routes to major centres.

29 January 2016 - Adoption of Amendments to Implementation Guideline No. 24 - Stormwater Management

Council has adopted amendments to Implementation Guideline No. 24 – Stormwater Management (PDF, 3.5MB) which took effect on 29 January 2016.

Council has adopted amendments to Implementation Guideline No. 1 – Development Standards for Auxiliary Units and Dual Occupancies, including those which are Used to Accommodate Relatives or Aged or Infirm Persons, which took effect on 6 October 2015.

The purpose and general effects of the amendments are to include general guidance on how to correctly apply a street number to an Auxiliary Unit or Dual Occupancy dwelling.  The title of the implementation guideline has also been amended.

Council has adopted Implementation Guideline No. 33 - Continued Use and Adaptive Reuse of Properties with Historic Lawful Use Rights (PDF 125.8KB) , which took effect on 21 November 2014.

The purpose and general effects of the guideline is to assist with the interpretation of the Ipswich Planning Scheme and to clarify Council's intent relating to the continued use and adaptive reuse of properties with historic lawful use rights.

27 October 2014 - Adoption of Planning Scheme Amendment Package 02/2014

On 14 October 2014, Council resolved to adopt major amendments to the Ipswich Planning Scheme.  The purpose and general effects of the planning scheme amendments are to limit an Auxiliary Unit to a maximum of 50m2 gross floor area and one bedroom by changing the definitions of Auxiliary Unit and Dual Occupancy in Schedule 1 – Dictionary.  Consequential changes to  Implementation Guideline No. 1 – Relaxation of Development Standards for an Auxiliary Unit and for Dual Occupancies which are Used to Accommodate Relatives or Aged or Infirm Persons have also been made to align with the amendments.

The planning scheme major amendments and the implementation guideline came into effect on and from Monday, 27 October 2014.

On 17 September 2014, Council resolved to adopt major amendments to the Ipswich Planning Scheme and repeal Temporary Local Planning Instrument 01/2014 – Flooding Regulations (TLPI 01/2014).  The planning scheme major amendments and repeal of TLPI 01/2014 came into effect on and from Monday, 29 September 2014.

Ipswich City Council resolved to adopt the Ipswich Adopted Infrastructure Charges Resolution (No.1) 2014, effective on and from 27 June 2014.  Notice was given under section 648(D)(1) of the Sustainable Planning Act 2009 (SPA) in the Queensland Times on Friday, 27 June 2014.

The purpose of the Ipswich Adopted Charges Resolution (No.1) 2014 is to state:

28 March 2014 - Adoption of Implementation Guideline No. 32 – Ebenezer Regional Industrial Area Implementation Guideline

Council has adopted Implementation Guideline No. 32 – Ebenezer Regional Industrial Area Implementation Guideline which took effect on 28 March 2014.

Implementation Guideline 32 - Ebenezer Regional Industrial Area Implementation Guideline has been produced pursuant to Section 2.3(2) of the Ipswich Planning Scheme to assist with the interpretation of Part 6, Division 5 - Regional Business and Industry Investigation Zone of the Ipswich Planning Scheme. The guideline clarifies Council's planning intent at both a strategic scale (Land Use Concept Master Plan) and an 'area specific' scale (Planning Units) for the Ebenezer Regional Industrial Area (ERIA) planning study area.  It sets out the broad land use, environmental and infrastructure framework to guide planning for the ERIA to achieve coordinated and integrated development outcomes.

9 December 2013 - Adoption of Implementation Guideline No. 31 - Public Art Provision by Major Developments

Council has adopted Implementation Guideline No. 31 – Public Art Provision by Major Developments (PDF, 636 KB) which took effect on 9 December 2013.

Public Art has many community benefits including building civic pride and celebrating community values and diversity. Public Art also provides benefit to building owners by creating attractions and activating the usage of buildings and adjacent public areas.

The purpose of these guidelines is to promote the provision of high quality Public Art across the City of Ipswich as part of major developments. Generally, major developments are considered to be major shopping centres, major commercial/office developments, major stadiums, performing arts complexes, hospitals, hotels, or mixed use developments that incorporate any of the above uses, with a GFA of 6000m2 or greater.

Major developments are required to provide within the development site, art work to the equivalent value of 1% of the construction cost of the completed development. Alternatively, in lieu of the provision of Public Art on the site, a payment of the equivalent amount may be made, where agreed by Council, for the provision of Public Art in the general vicinity of the development. The guidelines provide further information on matters such as siting and design and also set out the process to be followed to obtain Council approval for the art work

18 November 2013 - Adoption of Implementation Guideline No. 30 - Support for 4 to 5 STAR Quality Hotel Developments

Council has adopted Implementation Guideline No. 30 – Support for 4 to 5 STAR Quality Hotel Developments (PDF, 214 KB) which took effect on 18 November 2013.

The guideline aims to encourage the development of new 4 to 5 STAR quality hotel tourist accommodation through reducing costs associated with undertaking such development. Except in the Ripley Valley Priority Development Area, new hotel developments that satisfy the implementation guideline's criteria can apply for:

  • 50% relief for development planning and operational works application fees; and
  • 50% relief for Council trunk infrastructure contributions (this does not encompass Queensland Urban Utilities infrastructure charges).

18 October 2013 - Adoption of Amendments to Implementation Guideline 16 - Heavy Vehicle Parking

Council has adopted amendments to Implementation Guideline No. 16 - Heavy Vehicle Parking (PDF, 2.8 MB) which take effect today, Friday 18 October 2013.

The purpose and general effects of the amendments are listed below:-

  • Amendment to provide information on the dates that amendments to the guideline took effect in the section entitled Date of Council Resolution; and
  • Amendment to update one outstanding reference to Local Law No. 6 to reference Local Law No. 5 (Parking) in the guideline.
